Well, I wouldn't go THAT far. They're broke, organizationally hollowed out, and MAGA wackos are fighting each other for control, but Wisconsin is nowhere near as blue as Virginia and they can still win it in the right environment.
Better comparison would be the AZ GOP or NV GOP.

Obama went absolutely beastmode in the Midwest in 2008. A performance like no other. 14pt win in WI, when every other presidential race in the state without him on the ballot this century has been <1%. Also the only person to get a majority of the vote in WI this century.
