@dre_pluto most of the donations weren't straight cash to the government; a lot of it was in-kind (supplies, equipment, services, food/medical, logistics). So the numbers are largely the stated/estimated value of those items, not a big cash pot sitting somewhere.

The government has yet to be transparent and give a breakdown of how the billions of dollars in donations has been spent. So ofc people are skeptical
