I can be the Devil’s Advocate here and say: Naturally, we should discourage the sinking of boreholes especially in urban areas… the tax there should rather be TO DISCOURAGE the drilling of boreholes… and as a govt, we may have to bear the brunt of the health & environmental problems created by the use of boreholes… The urban water table is a very important resource that shouldn’t be exploited excessively… But for the rural areas and farm, govt should incentivise

After my recent opinion on Constitutional Amendment Bill No. 3, many have speculated about my attitude toward President E.D. Mnangagwa. Some have labeled me as they wish. My position, however, has never changed — I have supported President Mnangagwa from before he became President until now. And I will continue to support him. I have a strong bias in favour of President Mnangagwa. I say so openly and without apology. It is rooted in personal experience. As a young lawyer in my twenties at Kantor & Immerman, I was appointed to the board of the National Empowerment Corporation. I was the youngest member. Our Chairman was James Mushore. Fellow board members included Godfrey Gomwe, Greg Brackenridge, Shingi Mutasa, Rachel Kupara, Gedion Gono, Freeman Kembo, Mario Dos Remedios and others of significant stature. We reported to the Indigenisation Committee chaired by then Minister Emmerson Mnangagwa. At one meeting, I was attacked over petty and false allegations that arose from Kantor & Immerman — that I was some sort of “uncle Tom.” Because I had been allocated computers ahead of others. Many remained silent in the presence of the powerful committee members. But Chairman Mushore stood by me. President Mnangagwa immediately shut the matter down. He reminded the room that we were there to discuss policy, not gossip from a law firm. He was firm. Decisive. Focused. Fair. On another occasion, I held a legal view he did not agree with. While I was in London working on a corporate finance transaction, colleagues called to say I was “in trouble.” When I returned, I found a letter from him — then Minister of Justice. He reminded me that as the legal person on the board, my duty was not merely to identify problems but to find solutions. That lesson has stayed with me for decades. When I represented Strive alongside Anthony Eastwood in his fight for a license, we needed ministerial approval to bring senior counsel Wim Trengove. We were blocked. Beatrice Mtetwa secured a meeting with Minister Mnangagwa through the Permanent Secretary, Yunus Omarjee. The meeting lasted less than five minutes. He stated clearly that Strive was entitled to counsel of his choice. He signed the necessary certificates immediately and handed me every copy — including the Ministry’s file copies — instructing me to return them once the judgment was registered. Only later did I understand the wisdom of that act. Had the papers remained within the system, the registration could have been frustrated before I even returned to my office. In 2002, when my farms were taken, the late Vice President Msika told me plainly: “The only person who can resolve this is Emmerson.” Through a friend, I met him. In a brief meeting, he advised me to vacate and wait. I did. I waited nearly twenty years. Today, my farms are back. President Mnangagwa has been consistent with me. Firm. Decisive. Fair. At times feared, yes — but predictable in his reasoning and clear in his direction. So when people question my stance, understand this: my support is not blind. It is informed by lived experience. You may label me as you wish. I do not repay good with ingratitude. I stand where I stand because of what I have personally known. May God show him the same fairness and kindness he has shown me.

Complaint against police at Mbare Station. Today, along Remembrance Drive in Harare, I was harassed by officers manning a roadblock near the gate of Mbare Police Station. My car was impounded, and the officers took my car keys and driver’s licence. I was told that I had to pay a US$15 fine immediately, or leave my car at the station. When I explained that I did not have the money on the spot, hanzi maker a plan, ndikati hapana plan. All hell broke loose pandati hapana plan. The Officer in Charge, a rude male Sergeant who refused to give me his name, instructed one officer to accompany me to their offices. At their offices, I met a very unprofessional police lady. I was harassed, abused and told to fokol. I politely asked her name. She started shouting at me insisting that I should not ask her name. I asked permission to see the Officer in Charge, hanzi its none of your business enda unovatsvaga wega. Chitungwiza | Makoni Police Station Yesterday evening I was at a bar in Unit O, Chitungwiza, simply charging my phone. ZRP conducted a raid after discovering the liquor licence had expired, and everyone inside, including myself, was taken in, although I was not drinking. We were detained and later informed that we could either pay a fine or appear in court on Monday. In my situation, my family paid USD 30 so that I could go home. I was asked to sign quickly, and later noticed that the form recorded the offence as public drinking, with a fine of USD 15. This occurred on Friday night, 6 February 2026. I am sharing this with respect and humility, not to accuse anyone, but to kindly seek clarity on how the law applies to public drinking and liquor licences, and to better understand whether the correct procedure was followed. @PoliceZimbabwe

When I drove the Zimbabwean car I was never stopped at roadblocks, but when I drove the South African vehicle I was stopped at every roadblock and asked to produce car papers and TIPs, only to be left to go once they recognized me. This type of harassment is also common in Mozambique. I used to do at least one road trip to Mozambique once a year, driving from Johannesburg, but since I realized the harassment by Mozambican police, I stopped going to Mozambique. I will also never drive my South African cars to Zim which means I won’t be spending money in the rest points along the Masvingo road. Imagine how many South Africans also won’t make the crossing. In the early 90s before sanctions, so many South African vehicles drove through Zim with caravans, camping gear and trailers for holiday. We don’t see those anymore, yet South Africa has a huge market of campers, hikers and caravan enthusiasts. If we in Zimbabwe want to attract local and foreign overland tourism, hikers, bikers and campers, our police need to stop inconveniencing tourists with too many roadblocks. We are not a police state, so we need to reduce the number of roadblocks in the country and make travel more efficient and less disruptive. We can still police roads without using draconian roadblocks and very intrusive interrogations by police.
