According to NRC, Simon Shlomi Elimeleh—an Israeli citizen who has served in the Israeli military—is the owner of NForce, the Roosendaal-based hosting provider that has provided the infrastructure for the website for over a decade. Despite international outcry and a recent £800,000 ($1.09 million) fine from UK regulators for failed age verification, the site remains operational, functioning as a community where members monetize content through a "pay-per-view" system that rewards high engagement. The harrowing imagery often shows men striking victims or prying their eyelids open to prove to viewers that the women are truly drugged. The NRC report highlights how the platform functions as a haven for predators, who use localized usernames to upload footage of their own assaults and fulfill specific requests for sexual acts performed on comatose victims. NForce has a long history of hosting illegal content, including child sexual abuse material (CSAM), and Elimeleh’s involvement is deep-rooted. When confronted by NRC regarding the nature of the content—which legal experts classify as rape under Dutch law—Elimeleh maintained a stance of "infrastructure neutrality," asserting that as a provider, he has no responsibility for the content his clients distribute. While the hosting industry generally agrees to remove illegal material within 24 hours of a report, NRC reports that NForce has been accused of using bureaucratic hurdles to ignore complaints, allowing the Israeli-run firm to continue profiting from a platform that facilitates systematic sexual exploitation.
