This here is probably the single most important thing for anyone to understand about North Carolina's state government.
Our state legislature - the North Carolina General Assembly - writes every single law, every budget, nearly every regulation, and makes the overwhelming majority of personnel appointments in our state.
Taxes? The state legislature.
Water discharge regulations? The state legislature.
Voter registration? The state legislature.
School standards? The state legislature.
Road construction? The state legislature.
Drawing election districts? The state legislature.
Other state agencies may carry out and perform the statutes and rules the state legislature sets down, but it's always the state legislature that calls the tune. After all, they write the laws - not the Governor, not the Attorney General, not the courts.
Republicans have held complete and unbroken majority (often supermajority) control of the North Carolina state legislature for the last 15 years straight, because they gerrymandered the election maps to ensure they'll never lose.

Last month I met with a first-grade teacher who moved here from South Carolina at the start of her career because North Carolinaused to pay our teachers better. Now, she spends $200 to $300 of her own money on her students at the beginning of the school year to make sure they have what they need in the classroom.
North Carolina has failed to keep up, and that’s making her think of moving back home. South Carolina spends $5,500 more on each school child than we do here in North Carolina – equivalent to about $8 billion more than we invest in K-12.
My budget gives all teachers a deserved pay raise, brings back master’s pay for veteran teachers, and provides teachers with a school supply stipend. Let’s make smart investments to right this wrong.

Whenever you hear "there's not enough money to pay our teachers," just remember that the leaders of the North Carolina state legislature forked over half a billion dollars of our tax money to a private venture capital fund run by a group of bank and pharma CEOs barely 3 years ago.
NC taxpayers get 0% equity on projects our money funds. No transparency, but plenty of politicians' hands in the pot.
Projects just too risky for private investors - but just fine for taxpayer money!
