Rule makers must outnumber doctors 20:1 judging by how many useless disease specific item numbers there are in Generalism!

As an economist @stephenjduckett seems unable to grasp that GP clinics are NOT VIABLE in a bulk billing environment. Force BBing=no more general practice. Hard to grasp the logic @RACGP @Mark_Butler_MP

The onus of proving that (a) there is widespread Medicare leakage, (b) a material portion of that leakage is a result of fraud by doctors, and (c) this amounts to 30% of the total Medicare budget or $8bn/year rests with those making the assertions; not on doctors to disprove it.
