Potentially lethal is the correct description for firearms, because they are obviously not always lethal. You are arguing semantics. The level of force one must be permitted to use must encapsulate the MAXIMUM level of force a tool can exhibit - and yes, that includes strikes to the head and chest with batons and other "non-lethal" tools, which can be potentially lethal when used in certain ways. Even punching someone in the head is considered excessive if they are not threatening you with an equivalent level of force. I suggest you research the use of force continuum, it outlines reasonable use of force for LE/security, but is applicable for self defense.
