This is very likely a war crime and a violation of U.S. military law. It is Putin-like behavior. If you are an Airman or Naval Aviator I highly suggest you think hard about carrying out an order to strike a civilian power plant.
Under the Geneva Conventions, you can’t target civilian infrastructure just to harm civilians which includes power plants serving homes, hospitals, and water are protected.
That being said if they support military systems, they CAN become legitimate targets.
But even then, if civilian harm outweighs the military gain, it can still be a war crime. That is called proportionality.
This comes after Hegseth said no quarter which is also a war crime and a violation of U.S. military law.
