The King has just given a life peerage to Charles Kinnoull, making him Baron Kinnoull of the Ochils. So far, so normal. Except that he was already a hereditary peer -- the 16th Earl of Kinnoull. So he is both a hereditary peer and a life peer -- at the same time.

@tc1415 @christiancalgie He said they'd review the material and decide what to publish and what not to publish "independently" (although obviously they can only publish information in line with the terms of the Act; think Wright was making the point they will say if they think non-disclosure is wrong)

OK, but to an extent that is the desired safeguard. There will - HMG are correct - be some things that really ought not be disclosed The fear was HMG labelling things it _didn't want_ disclosed as national security with no oversight

@tc1415 @christiancalgie The MoU covers requests made by the government in relation to the Prime Minister's responsibility for national security so it's covered off there. s.3 (3-7) of the Act covers that the Committee cannot publish or share information with anyone without agreement from the PM.

@ChrisJames_90 @christiancalgie Even it does, para 6(2)(b) might allow the ISC to obtain an undertaking from the LotO not to publish something, then show her, thus letting her go "I've seen it and it's plainly not national security related!"

To be fair to the government, this is a fairly well-established process set out in the Justice and Security Act 2013 and the ISC's memorandum of understanding with government. The process involves open dialogue, and works well. The 2013 Act guides well on what can't be published.

.@marshallavfc no-one is disagreeing with what was announced; if Paul Tierney tells Tim Robinson it’s “factually out of play” then the restart is a thrown-in. But there isn’t a conclusive camera angle to show the ball if out (and that’s before we get to the issue of the APP).

It will be interesting to hear this on Match Officials Mic’d Up, because there isn’t an angle which shows the ball is factually out of play. There are angles which show the surface of the ball in contact with the grass is out of play, but that isn’t the law. #avfc
