The Semi-Perfect form of Cell is a design that Akira Toriyama genuinely loved. He wanted to give it a much bigger role in the manga, but unfortunately he had to remove it quickly because his editor thought the character 'looked stupid.' Dragon Ball Super: Super Hero gave the Master the perfect opportunity to bring back elements of that design and incorporate them into Cell Max, who perfectly fits the context of being a creature lacking intelligence.
