I held fruitful discussions with India’s High Commissioner to Kenya, Adarsh Swaika, on strengthening collaboration between our county governments and the Government of India in trade, agriculture and disaster risk management. Our engagement underscored the immense potential of the County Aggregation and Industrial Parks programme to unlock value addition, create jobs and accelerate local economic growth. We also highlighted the vast untapped opportunities within ASAL agriculture and the importance of commercializing livestock value chains to secure sustainable livelihoods for our people. We welcome India’s readiness to support county capacity building and will coordinate interested counties to deepen this partnership for practical impact. 🇰🇪🤝🇮🇳 @AdarshSwaika1 @IndiainKenya

H.E. Nathif Jama, Chair of the Council of Governors ASAL & Disaster Risk Management Committee, today appeared before the @Senate_KE National Security, Defense and Foreign Relations Committee to present the Council’s position on County drought preparedness and mitigation measures. The Council highlighted ongoing county interventions including health and nutrition support, climate-smart agriculture initiatives, early warning systems, water supply interventions, livestock protection measures, and social protection programmes to support vulnerable households. The Governor further urged the @KeTreasury to expedite the disbursement of the equitable share and conditional grants to enable Counties to effectively respond to the ongoing drought situation, and called on Parliament to fast-track the National Disaster Risk Management Bill and the establishment of a Disaster Risk Management Fund to strengthen preparedness and response.

Today, alongside my fellow Governors we signed the Intergovernmental Participatory Agreements (IPAs) for the Building Resilient and Responsive Health Systems (BREHS) Project. This USD 215 million, five-year investment, funded by @WorldBankKenya is a bold step towards strengthening Primary Health Care across all 47 Counties and accelerating the realization of Universal Health Coverage. By reinforcing Levels 1, 2 and 3 facilities, enhancing essential medical supplies, and empowering community health systems, we are placing quality healthcare closer to the people. This is cooperative governance in action — a clear demonstration that when the two levels of Government work together, we deliver real impact for the people of Kenya. @WilliamsRuto @HonAdenDuale @KenyaGovernors @WorldBankGroup

Joined Senators in Naivasha for the Senate Planning Retreat under the theme “Advancing the Senate’s Agenda: Review, Strategy and Sustainable Progress,” where we discussed Devolution and Intergovernmental Relations as key priorities for the Fifth Session. The Constitution envisions a Senate and County Executives working in partnership to protect and advance devolution. We must urgently complete the unbundling and transfer of devolved functions, align sector laws with the Fourth Schedule, and ensure that attendant resources follow functions. Counties have built strong systems over the past 13 years, but clarity of mandates and structured intergovernmental coordination remain critical. State Corporations continue to perform devolved functions in sectors such as health, agriculture, water, housing and transport. This overlap undermines devolution and calls for legislative alignment and clear transition frameworks. Despite the challenges, Devolution is working. What we require now is fidelity to the Constitution, mutual respect between the levels of government and deliberate action to secure sustainable progress for our people.

The Council of Governors (CoG) and the Kenya Union of Clinical Officers (KUCO) on Wednesday, 28th January 2026, signed a Return-to-Work Formula, formally bringing to an end a 36-day nationwide strike that had disrupted health service delivery in public health facilities across the country. The agreement marks a significant milestone following sustained consultative engagements between the two institutions aimed at resolving long-standing issues affecting clinical officers. The strike had impacted service provision in county health facilities, underscoring the critical role of clinical officers in the delivery of essential healthcare services. In addition to the Return-to-Work Formula, the parties agreed to sign the just concluded Collective Bargaining Agreement (CBA) negitiations on Monday, 2nd. The consultative process between CoG and @kUCOofficial has been ongoing and anchored on dialogue and consensus-building, with both parties acknowledging the need for sustainable solutions that balance workforce welfare with the operational realities of County health systems. Speaking on behalf of the Chairperson of the Council of Governors H.E @Araap_Sang reiterated the commitment of the 47 County Governments to the full implementation of the agreed resolutions. “County Governments remain committed to honouring the resolutions reached through this agreement to ensure uninterrupted and quality health service delivery to all Kenyans,” said H.E. Stephen Sang.

Today, I hosted the Committee overseeing the implementation of the Ten-Point Agenda and the NADCO Report to review progress under the March 7, 2025 MOU that is a roadmap born out of national dialogue to address Kenya’s social, economic and governance challenges. As @KenyaGovernors, we advanced proposals that speak to the heart of devolution including fair and predictable resources for Counties, completion of the transfer of devolved functions, clear and just governance processes, strong intergovernmental institutions and sustainable infrastructure for our people. County perspectives will shape the Committee’s report reaffirming our shared commitment to a stronger, more effective devolved system that delivers opportunity and dignity to every Kenyan.

Today, together with fellow Governors, I participated in the 14th Development Partners Forum convened by H.E. Prof. @_KithureKindiki, focused on strengthening collective action on drought response and resilience. The discussions reinforced the need for closer coordination between the National Government, County Governments and development partners to accelerate utilization of committed resources and ensure interventions are aligned with county priorities, especially in ASAL regions where communities remain under severe pressure. As both levels of Government scale up resources for food, water, nutrition and livestock protection, we must also focus on the importance of sustained partner support to bridge existing gaps and enhance the speed and impact of the response. Beyond the immediate crisis, we should jointly invest in long-term climate resilience, adaptive livelihoods and stronger local systems to protect lives today while securing the future of vulnerable communities.

The population affected is projected to rise to 2.1 million by Jan 2026, with over 742,000 children under five and 109,000 pregnant & lactating women already facing acute malnutrition. County Governments must act early, activate contingency plans, and protect the most vulnerable.
