Strengthening retirement security is central to a resilient devolved system.
The Council of Governors held a consultative meeting with the County Pension Fund to address pension sustainability, including arrears, non-remittance of contributions, and pension management for County Public Service employees.
County Governments will develop and implement time-bound payment plans to clear outstanding pension arrears, guided by the multi-agency report to be tabled before the full Council for adoption and alignment on a structured repayment framework.

Losing a mother is a deeply personal and painful journey, one that leaves a space only her love could fill.

I strongly condemn the shocking assault on H.E. Lelelit Lati, Governor of Samburu County by members of @Senate_KE.
Violence against a Governor in the discharge of constitutional duty is an affront to the dignity of public office, a violation of constitutional order, and a dangerous attack on democratic governance.
Leadership must at all times be exercised with restraint, respect, and fidelity to the rule of law. We call for immediate action to uphold justice, protect institutional integrity, and safeguard the constitutional rights of all leaders.
Such conduct must be rejected unequivocally.

As Kenya strengthens its foreign policy engagements, Counties must be deliberately integrated because this is where many international commitments translate into real impact for citizens through trade, investment, climate action and development partnerships.
I had the honour of addressing the 19th Ambassadors’ Conference on the place of County Governments in advancing Kenya’s interests in a rapidly evolving geopolitical landscape.
I called for a stronger intergovernmental framework on foreign affairs, structured County participation in treaty processes and deeper collaboration that positions Counties not as observers, but as strategic actors in delivering Kenya’s international agenda. Our commitment remains clear: a foreign policy that works for every Kenyan, in every county.

In order for Counties to function optimally, they need adequate and predictable financing. The Council of Governors proposal of Ksh 534.96 billion under the Division of Revenue Bill, 2026 will enable County Governments to meet key obligations in health, remuneration and other devolved functions.

The Council of Governors, led by @CogChair H.E @HEAhmedJiir, today presented a memorandum on the Division of Revenue Bill, 2026 before the @Senate_KE Standing Committee on Finance and Budget, underscoring the central role of the Senate in protecting County interests and shaping equitable resource allocation. In its submission, the Council noted that while the Senate and Commission on Revenue Allocation @CRAKenya had recommended Ksh 454.74 billion and Ksh 458.94 billion respectively as equitable share for Counties in FY 2026/27, County Governments have maintained their proposal of Ksh 534.96 billion to fully address emerging obligations, including revenue growth adjustment, transition of UHC workers, implementation of outstanding remuneration review cycles, and the phased transfer of additional devolved functions. The engagement highlights the importance of sustained consultation in safeguarding devolution, building consensus around County financing, and ensuring that public resources are managed prudently. On behalf of the 47 county governments, the Council further reaffirmed Counties’ commitment to clearing pending bills as a first charge in the next financial year, while also indicating that the Council will pursue legal channels to secure the release of Ksh 64 billion owed to Counties under the Equalization Fund to strengthen service delivery across the country

I held fruitful discussions with India’s High Commissioner to Kenya, Adarsh Swaika, on strengthening collaboration between our county governments and the Government of India in trade, agriculture and disaster risk management.
Our engagement underscored the immense potential of the County Aggregation and Industrial Parks programme to unlock value addition, create jobs and accelerate local economic growth. We also highlighted the vast untapped opportunities within ASAL agriculture and the importance of commercializing livestock value chains to secure sustainable livelihoods for our people.
We welcome India’s readiness to support county capacity building and will coordinate interested counties to deepen this partnership for practical impact. 🇰🇪🤝🇮🇳

H.E. Nathif Jama, Chair of the Council of Governors ASAL & Disaster Risk Management Committee, today appeared before the @Senate_KE National Security, Defense and Foreign Relations Committee to present the Council’s position on County drought preparedness and mitigation measures.
The Council highlighted ongoing county interventions including health and nutrition support, climate-smart agriculture initiatives, early warning systems, water supply interventions, livestock protection measures, and social protection programmes to support vulnerable households.
The Governor further urged the @KeTreasury to expedite the disbursement of the equitable share and conditional grants to enable Counties to effectively respond to the ongoing drought situation, and called on Parliament to fast-track the National Disaster Risk Management Bill and the establishment of a Disaster Risk Management Fund to strengthen preparedness and response.

Today, alongside my fellow Governors we signed the Intergovernmental Participatory Agreements (IPAs) for the Building Resilient and Responsive Health Systems (BREHS) Project.
This USD 215 million, five-year investment, funded by @WorldBankKenya is a bold step towards strengthening Primary Health Care across all 47 Counties and accelerating the realization of Universal Health Coverage. By reinforcing Levels 1, 2 and 3 facilities, enhancing essential medical supplies, and empowering community health systems, we are placing quality healthcare closer to the people.
This is cooperative governance in action — a clear demonstration that when the two levels of Government work together, we deliver real impact for the people of Kenya.

Joined Senators in Naivasha for the Senate Planning Retreat under the theme “Advancing the Senate’s Agenda: Review, Strategy and Sustainable Progress,” where we discussed Devolution and Intergovernmental Relations as key priorities for the Fifth Session.
The Constitution envisions a Senate and County Executives working in partnership to protect and advance devolution. We must urgently complete the unbundling and transfer of devolved functions, align sector laws with the Fourth Schedule, and ensure that attendant resources follow functions. Counties have built strong systems over the past 13 years, but clarity of mandates and structured intergovernmental coordination remain critical.
State Corporations continue to perform devolved functions in sectors such as health, agriculture, water, housing and transport. This overlap undermines devolution and calls for legislative alignment and clear transition frameworks.
Despite the challenges, Devolution is working. What we require now is fidelity to the Constitution, mutual respect between the levels of government and deliberate action to secure sustainable progress for our people.
