The strike happened in Starobilsk, a town in Ukraine's Luhansk region (under Russian occupation/control since 2022). It's not in Russia proper. Russia says Ukrainian drones deliberately hit a college dorm full of students (teenagers), killing 10-18+ and injuring dozens. Ukraine says it targeted a nearby Russian military drone command unit (Rubicon) and denies hitting civilians.
