The basic mission for which the police exist is to prevent crime AND disorder. Preventing disorder starts with fixing ‘Broken Windows.’ Preventing crime also begins with fixing Broken Windows. It’s that simple. I’ve shown it works in America’s two largest cities, LA and New York. Jeff Schlanger has spent a career confronting crime, public safety, and institutional accountability at the highest levels. I have had the good fortune to work with him on various engagements for over 30 years, including a seven year period when I was Chief of the LAPD charged with implementing the largest police Federal Consent decree in history. Jeff was the second in command of that Federal monitorship throughout the life of that decree and its ultimate successful conclusion. As someone who had the privilege of leading both the NYPD and the NYC Transit Police, I know firsthand the impact a well-trained K-9 team can have on safety, deterrence, and public confidence throughout our transit system. Congratulations to the 11 new NYPD Transit Bureau K-9 teams graduating training. These highly-skilled teams will play an essential role in protecting millions of daily riders across New York City. Last week, I traveled to London to attend a number of police related meetings and conferences. I conducted several focus groups with City of London Police Force members for the Police Leadership Commission of which I am a member. The Commission has been charged by the Home Secretary to prepare a report and recommendations on how to improve the leadership and management culture at all ranks of the officer and civilian staff levels at police forces throughout the United Kingdom. I am one of ten Commissioners, and the only American on the Commission, that is led by former Home Secretary Lord David Blunkett. Our report will be released this summer. I also participated with Lord Blunkett in a conference sponsored by the Police Foundation, a British think tank now led by my good friend and colleague Blair Gibbs. The conference was focused on the importance of the ‘Broken Windows’ quality-of-life initiatives that are once again, appropriately, are gaining momentum in Great Britain. I was also able to meet with Met Commissioner Sir Mark Rowley to discuss the continuing crime declines in London and the Met’s innovative initiatives using AI and facial recognition technology to assist in their crime reduction, quality of life enforcement and counter terrorism initiatives. I only wish America’s police forces had the authority to use these technologies as extensively as the British are doing. I also had the opportunity to tour the Met’s main Command and Control Center which featured many of the same capabilities as their New York and LAPD counterparts. Many of the police initiatives and technology enhancements can, with collaborative effort, be blended into the private security sector that my company, @Teneo, also focuses on for our C Suite corporate clients. A good and informative trip all around.
