Nothing is to say that people that worry are stupid, just that, if there's nothing you can do, it doesn't help. I don't think anyone thinks there's an off switch.

There's plenty of good advice from clever people on this, but the idea is that worrying is a waste of time. Do something useful, and you'll feel a little better.
