Wes Streeting’s capital gains tax reform: what it actually means for ordinary investors. Here is exactly how aligning CGT with income tax bands will double your tax bill overnight. 1. The Illusion of Profit You invest £50,000 of your already-taxed income. You take the risk, the market rewards you, and your portfolio grows to £95,000. You sell to lock in a £45,000 gain. 2. The Taxman’s Cut After the tiny £3,000 tax-free allowance, you are left with £42,000 of taxable profit. You are a higher-rate taxpayer. Current system (24% rate): £10,080 tax bill. Streeting’s plan (40% rate): £16,800 tax bill. 3. The Government's Free Ride Your tax bill just doubled. The state took zero risk when you invested. If the stock tanked, you would eat the total loss. But because you won, they swoop in to take nearly half your profit. 4. The Treasury Own Goal What happens when you tax capital gains at 40%? People simply stop selling. Capital gets locked up, the market freezes, and the government ends up collecting less money than they did at 20%. This is what happens when policy ignores human behaviour.
