@MichaelRapaport TSA PreCheck was created by Congress after the 2001 shoe bomber incident. It's supposed to clear 99% of passengers in under 5 minutes. When Congress doesn't fund enough TSA officers, PreCheck lines back up like regular security. The program only works when staffed properly.

@EricLDaugh Reconciliation needs a budget impact. SAVE Act is election law with no direct spending effect. If Senate tries reconciliation, the parliamentarian can rule it out of order. Regular vote needs 60. That's the procedural trap Thune's trying to navigate.
