I propose a "50% Remigration" project, with a target of remigrating 50% of foreigners, for the first phase. Keep the best half, get rid of the rest. Easy to explain. Easy to defend. Go first for the low-hanging fruit. Apply the 80/20 rule. Then work down through the slightly more difficult tranches until the 50% figure is hit. It can be done quickly. Did I mention the 80/20 rule? After phase one ("50% Remigration") is complete, THEN review. We have established proof of concept. The public are on board. Now: do we need another phase? Another 50% of what's left? Maybe just a quarter?
