USTR finalised a Section 301 components-origin rule on #Chinese STS cranes in October 2025, then suspended it a day after it took effect. The question largely absent from US trade-policy debate: how much of a Chinese-built STS crane is actually Chinese? ZPMC is the structural #OEM on ~80% of US-deployed STS cranes. But "structural OEM" isn't the same as "where the crane is from." CM pulled apart the BOM on PSA Antwerp's Project Emerald — one recent flagship ZPMC delivery where it's publicly knowable. In a massive regulatory crackdown, China’s Ministry of Transport (MoT) has issued fines to CMA CGM, MSC, Hapag-Lloyd, ONE, and Evergreen this morning. The MoT found significant discrepancies between actual freight rates and those officially filed, warning that it will intensify "public oversight" to stop liners from taking "undue advantage" of war tensions.

Just as they have 'warned' every single time in the past: The May notice closes with the same verbatim commitment carried in each of the three preceding rounds: "provincial transport authorities will intensify inspections of freight-rate filing compliance."
