What does a mask do? Blocks respiratory droplets coming from your mouth and throat. Two simple demos: First, I sneezed, sang, talked & coughed toward an agar culture plate with or without a mask. Bacteria colonies show where droplets landed. A mask blocks virtually all of them.

If that person could be affected by the outcome, it does seem to pose an ethical issue that the person couple modify the terms of the process in any way.

@DreddCNC You inspired me to learn and research after our exchanges the other day. But it looks to me the legislative body granted the governor the power to do this via the emergency management act. Lt gov obviously disagrees and is suing, so we will find out if the courts agree.
