Only about 25% of one-star officers ever get promoted to their second star. The Biden administration actively prioritized increasing female and LGBTQ+ representation in senior military leadership as part of its broader diversity efforts. In contrast, the percentages under Obama and Trump were nearly identical, roughly 13% women and about 1% openly LGBTQ+. This matters because the officers currently up for their second star typically received their first star 2 to 4 years ago. Those current promotion lists were developed and approved during the Biden years. That’s why it’s no surprise that the new administration is reviewing the next batch of two-star promotions and making changes as they see fit.
