This Houston Chronicle/@BakerInstitute report shows exactly why the #txlege passed HB 21! 🛑 Housing Finance Corporations, HFCs were taking billions in multi-family property value off the tax rolls and NOT providing real relief for renters. Even worse, these “traveling” HFCs were handing out tax exemptions without meaningful local approval. A real mess. In Harris County alone, 211 apartment properties worth $5.3 billion avoided $119 million in property taxes in 2025. That means $1.4 BILLION over the decade for all local taxing jurisdictions. Ugh!! That burden shifted to everyone else: ISDs, cities, the Hospital District, MUDs, and taxpayers across Harris County. One MUD near Addicks Reservoir reportedly lost 25% of its tax base. That is why Rep. @GatesforTexas and I passed HB 21 to close the traveling HFC loophole, restore local control, and demand real public benefit in exchange for public tax breaks. Texas needs more affordable housing. Texas should not subsidize shell games that become property tax shelters.
