Since paper leaks are back in the news, it's worth recalling how UP gradually brought this menace under far greater control.
There was a time when the mere mention of a paper leak immediately turned attention toward UP.
The 2012–17 period under Akhilesh Yadav, in particular, saw repeated controversies around recruitment and examinations. Courts intervened in multiple cases, exams were cancelled, and allegations of leaks, manipulation, and corruption repeatedly dominated headlines. Public trust in the recruitment system had taken a serious hit.
One of the most striking examples was the appointment of Anil Kumar Yadav as UPPSC Chairman. Court records later noted that his bio-data came from a ruling party office and there was no documented comparative evaluation of 82 other candidates.
His background verification was conducted by the District Magistrate of Mainpuri on a Sunday through special courier, bypassing standard police verification. He also had a history of indictment under IPC Section 307 (attempt to murder).
The Allahabad High Court later declared his appointment illegal, arbitrary, and void.
This wasn't an isolated case. UPHESC had two successive chairmen removed by the court, while UPSESSB saw two back-to-back chairpersons removed over recruitment irregularities.
