Here’s the thing. The Constitution is amazingly clear on this. The states control their elections. Congress has the power to regulate them.
There is a big reason the president is not allowed to be part of the process which is literally what he’s doing right here. It’s criminal.

This would be a huge constitutional clash. The U.S. Constitution gives states the power to run their own elections, and federal law protects voting rights, including mail-in voting. If a president tried to unilaterally shut down mail in voting and threaten states with defunding, it would almost certainly be challenged immediately in federal court and likely blocked as unconstitutional.

Note that presidential libraries are typically paid for by public donations in managed by the government with tax money.
