This transition from research to regulation is formalised through the EU Digital Services Act (DSA), a sweeping piece of legislation that has effectively industrialised censorship by proxy. Under the DSA, the technical findings of private firms like Trollrensics are no longer just opinions; they are transformed into "actionable intelligence" that triggers a legal mandate for platforms to suppress speech. The mechanism is deceptively simple. The DSA requires "Very Large Online Platforms" (VLOPs), such as X and Meta, to proactively mitigate "systemic risks" to civic discourse. If they fail to do so, they face fines of up to 6% of their global turnover. To avoid these catastrophic penalties, platforms are legally incentivised to outsource their "risk assessment" to the very NGOs and forensic firms funded by the state and philanthro-capitalists. When Alliance4Europe or Trollrensics identifies a narrative as a "systemic risk," the platform is effectively forced to "mitigate" it—meaning they must shadow-ban, de-rank, or remove the content to remain compliant.This creates a State-Corporate Censorship Loop. The government funds the NGOs, the NGOs hire the forensic firms, the firms flag the dissent, and the DSA provides the legal hammer to ensure the platforms obey. By using "Trusted Flaggers" (Article 22 of the DSA), the EU has created a class of unelected digital police who have "priority" status in content moderation. These flaggers are often the same organisations linked to the Omidyar and Soros networks, ensuring that the "truth" is always defined by the interests of the powerful, while real-world dissent is legally erased as a "forensic anomaly."
