Your chart and your analysis are excellent. The nuclear scaling, the solar breakout, the instinct that decentralised solar is “hard to properly track in the data” all correct. I want to add what the chart cannot show. I have written on Pakistan’s energy economics since 1993. In 1994 I published an article titled “Pakistan Ko Wabda Ho Jayega” — Pakistan will contract the WAPDA disease. What I meant then, and what the data now proves, is the subject of this thread. First your solar number is wrong. Not by a little. By a factor of three. The chart shows 8%. That is grid-connected generation measured by NEPRA. The real picture: Pakistan imported 50 GW of solar panels in five years at a private cost of $18 billion — every dollar paid by citizens, zero from government. In 2024 alone, 17 GW was imported — making Pakistan the world’s single largest solar importer that year. Pakistan now absorbs 12% of all solar panels China manufactures annually. By summer 2025, solar became Pakistan’s number one electricity source at 25% of total generation not 8%. Off-grid and behind-the-meter installations alone — ~27 GW — exceed Pakistan’s entire peak grid demand. The revolution is real. It is also three times larger than any official statistic shows. Who paid for it — and why they had to. @IjazRaja4 wrote the history of this country’s energy in one sentence: “First Mom Bati, then Laltain, then gas, then UPS, now Solar.” Fifty years of citizen escapes from state failure. Each transition was survival, not choice. The UPS economy of the 2000s cost Pakistani families hundreds of billions. The solar economy cost them $18 billion more. @Roomi is right entirely private capital, zero government support. But the sentence needs completion: the reason citizens had to fund their own national electricity infrastructure is that the state was paying Rs 2–2.5 trillion per year ($7–9 billion) to Independent Power Producers for electricity those plants were often not even generating. The numbers behind the chart that the chart cannot show. Pakistan pays Rs 140 billion to one IPP running at 15% load factor. Rs 120 billion to another at 17%. Rs 100 billion to a third at 22%. Rs 370 billion to three plants combined running at virtually nothing. Total capacity payments in FY2023-24: Rs 1.93 trillion confirmed by NEPRA to Parliament. Pakistan has 41,121 MW of installed generation capacity. It uses a fraction. It pays for all of it. Every year. In dollars. The dollar translation: $7–9 billion per year leaving Pakistan in hard currency for idle plants. And who owns these plants? 80% are Pakistani. 52% government-owned entities. 28% owned by 40 Pakistani families and groups. The capacity payments are not primarily going abroad. They are a circular transfer from 240 million Pakistanis to 40 families and the state apparatus that created the contracts. The WAPDA disease what I diagnosed in 1994. WAPDA Pakistan’s Water and Power Development Authority under the directions of their political masters was notorious for guaranteed revenues regardless of delivery, idle capacity paid for by captive consumers, and political protection substituting for performance. Every Pakistani knew the disease. The IPP policy of 1994 was sold as the cure: private investment, market efficiency, the end of WAPDA’s stranglehold. My argument at the time was that it was not a cure. It was the same disease in a more expensive suit guaranteed payment for undelivered service, idle capacity paid by captive consumers, political protection but this time billing in dollars, backed by sovereign guarantees, compounding with every rupee devaluation. From Rs 30 to the dollar in 1994 to Rs 279 today every IPP contract has become 9 times more expensive in rupee terms through devaluation alone, without one additional unit of electricity delivered. The domestic debt spiral — the real structural killer that the solar chart hides entirely. 1/2
