SLMA Engages at the 8th Association of African Maritime Administrations (AAMA) Conference in Liberia
The Sierra Leone Maritime Administration (SLMA) has joined maritime leaders and stakeholders from across the continent at the 8th Association of African Maritime Administrations (AAMA) Conference, currently being held in Monrovia, Liberia, from September 30 to October 3, 2025.
This year’s conference, held under the theme: “Safeguarding Our Ocean, Promoting Decarbonization in Shipping, Exploring Africa’s Blue Economy Potential”, brings together heads of maritime administrations, policymakers, industry experts, and development partners to deliberate on Africa’s key maritime challenges and identify actionable solutions.
The gathering reflects the International Maritime Organization’s (IMO) 2025 focus and is strategically aligned with Africa’s 2050 Africa’s Integrated Maritime Strategy (AIMS 2050); a long-term framework designed to unlock the continent’s vast blue economy potential. Unlike traditional conferences, this year’s AAMA aims to move beyond presentations by fostering working group sessions, practical knowledge-sharing, and the development of concrete roadmaps for strengthening maritime safety, security, environmental protection, capacity development, trade facilitation, and sustainable financing mechanisms.
On the sidelines of the conference, the Director General/CEO of the Nigerian Maritime Administration and Safety Agency (NIMASA) Dr. Dayo Mobereola, met with the Executive Director of SLMA Dr. Daniel Kaitibi, for a high-level bilateral discussion. The engagement focused on deepening conversations around maritime security, enhancing bilateral cooperation, and promoting regional collaboration to address common challenges within the Gulf of Guinea and the wider West African maritime domain.
SLMA’s participation underscores Sierra Leone’s commitment to regional cooperation, sustainable ocean governance, and the promotion of innovative solutions for Africa’s maritime development.

In a short ceremony at the Administration’s headquarters, Executive Director Dr. Daniel Kaitibi presented a Seafarer’s Discharge Book to Mr. Osman Ela Sow, a graduate of the College of Business and Maritime Studies. Dr. Kaitibi congratulated the young seafarer, urging him to seize the opportunity and represent Sierra Leone with pride. He noted that the achievement highlights the growing prospects in the maritime industry and assured that SLMA remains committed to creating similar opportunities for other Sierra Leoneans.
“This is not only a personal milestone for Osman but also a testament to the potential of our young people in the maritime profession. We want him to serve as an example and inspiration for many others who wish to follow this career path,” Dr. Kaitibi said.
The SLMA hopes that Osman’s journey will encourage more Sierra Leoneans to consider careers in seafaring and that he will rise through the ranks to become a strong representative of the nation in the global maritime sector.

SLMA Commemorates World Maritime Day 2025
The Sierra Leone Maritime Administration (SLMA) joined the global maritime community in commemorating this year’s World Maritime Day, celebrated under the theme “Our Ocean, Our Obligations, Our Opportunities.”
Declaring the purpose of the celebration, the Director of Shipping and Environment, Mr. Roland N. Moore, underscored the importance of protecting the marine environment from plastic pollution and other threats to the ecosystem. He emphasized that global trade is heavily dependent on the sea and therefore requires collective efforts to safeguard it from all forms of pollution.
In his remarks, the Executive Director of SLMA, Dr. Daniel Kaitibi, noted that the Administration has gained recognition within the international maritime community. He reaffirmed the Administration’s determination to intensify efforts in ratifying and domesticating relevant maritime conventions that will enhance Sierra Leone’s participation in the global maritime sector and promote the country’s blue economy.
Hon. Bintu Myers, Board Chairperson of SLMA, highlighted the national obligations to safeguard the ocean, stressing that the benefits of the sea can only be sustained if fisheries and other marine resources are not overexploited. She assured management of the Board’s continued support in addressing staff capacity gaps, reaffirming the Government’s commitment under the leadership of President Julius Maada Bio to advancing the maritime industry. Hon. Myers also expressed appreciation to all men and women working in the sector for their contributions to ensuring safety at sea and the promotion of international trade.
Speaking on behalf of the Ministry of Transport and Aviation, the Acting Minister Mr. Rex Bonafa urged that this year’s theme should not be seen as a mere slogan but as a call to action. He emphasized the ocean’s role not only as a source of food and livelihood but also as a vital link connecting towns, villages, and regions across and beyond Sierra Leone. Mr. Bonafa assured SLMA of the Ministry’s unwavering support, particularly in the establishment of Maritime Training Academy, designed to equip young Sierra Leoneans with the skills needed to compete globally. He further encouraged staff to view the ocean not only through the lens of obligations but also as a source of future opportunities.
The Minister extends his profound appreciation to stakeholders, staff, and industry partners for their dedication to promoting maritime safety, protecting the marine environment, and strengthening the nation’s role in global trade.

*Sierra Leone Praised for Exemplary Collaboration at 2025 UN Ocean Conference*
At the 2025 United Nations Ocean Conference, Sierra Leone received high praise for its outstanding commitment to inter-agency collaboration and strategic ocean governance. During a keynote address, an international expert with experience in over 67 countries commended Sierra Leone as a leading example of “collaboration by design,” citing the country’s unique approach to integrated maritime development.
Highlighting the country’s proactive stance, the speaker noted that Sierra Leone immediately recognized the economic and environmental impacts of gaps in seabed mapping data; without needing external persuasion. This awareness translated into action, culminating in the co-development of a National Hydrographic Development Plan, which was described as a truly Sierra Leonean-led initiative.
The plan, which has been championed at the highest levels of government, including by *Dr. David Moinina Sengeh, the Chief Minister*, demonstrates Sierra Leone’s recognition of the critical role hydrography plays in national development and the potential return on investment it offers.
In a powerful endorsement, the speaker noted: *“I’ve worked in 67 countries and I’ve never seen collaboration across departments and government bodies like I’ve seen in Sierra Leone.”*
The country’s approach was held up as a model for other nations, emphasizing that success in ocean governance and sustainable blue economy development requires unified national policies, institutional cooperation, and a shared commitment to inclusive planning.
