Interesting. "Long and exemplary service" is not necessarily the only requirement for promotion to the next higher level. Ability comes into play plus perhaps their vision for the position they were being considered for.
Hanging around a long time and staying out of trouble (which is what long and exemplary service means) means that you were risk averse and didn't draw attention to yourself.
