I'll say it straight up:
Tracing has a negative connotation nowadays, because some people don't get why it got that connotation in the first place.
Tracing isn't bad. STEALING someone else's work is bad. What's being done in this video is 100% okay and completely valid.

Would I say people just looking to have fun and make stunning designs should trace parts? As long as they’re not stealing what’s the harm?

Don’t steal art. That’s insanely bad
Secondly use it to learn. You are not gonna be able to draw a hand right off the bat
But if you trace over a picture of your own hand in various positions you absorb the technique and learn
