Congress creates the bureaucratic deep state. But the deep state is accountable to none. I think the budget proposal should come from the White House with clear earmarks on which agency gets what and for what purpose, that way it aligns with the election agenda of the ruling party and not with the whims and wishes of bureaucrats.
