Yesterday, the government announced no new money for local authorities in the provisional local government finance settlement. Well, if they can’t do that perhaps they can deal with this massive systemic issue that’s bleeding local authorities dry… As for every local authority, since 2020 the numbers of children being cared for in Derbyshire has risen by 25% to 1,075. And the costs of looking after Derbyshire children who cannot live with their birth parents has risen by £40m – an increase of 105% - in the past five years. It isn’t sustainable anymore. We have a placement that costs us £15,000 per week (£780,000 per year)! Private care providers, who’ve entered this lucrative market, some of which are based off-shore, made profits of over £300m last year, and can pick and choose which children to accept and charge hyper-inflated costs. It’s a distorted, uncompetitive market that is milking local authorities and taxpayers dry. Now we’re in the impossible situation of looking at reducing our early help offer, which means feeding a spiral of increased demand on our services and increasing costs down the line. We can get just about every area of our budget under control but this one is running away from us, and can’t be brought under control, we have statutory responsibilities we can’t ignore. We’ve asked our MPs to support us and to their credit they’ve agreed where they can. This isn’t a partisan issue, it’s a market and regulatory issue, requiring some sort of intervention.
