Currently Luffy vs Zoro is extreme diff.
Unlike popular propaganda since Wano that Zoro can't use Enma for long, which has been debunked by Oda for now , Luffy is still on a timer. Once that timer runs out , Luffy is left defenceless.

@DeadmansGame1 I think he was and perhaps Dorry and Broggy were meant to be the “admiral” representatives when they were Domi Reversed. I don’t think Imu would overestimate the navy, it’s just the navy aren’t very strong if you don’t include the admirals.

But Gaban on the same panel said that Zoro's body has become well versed in using it i.e.He might not have known the name but he was still using it. Now that he does know what he is doing , it's just a power level jump.
