The Moroccan government openly encourages Moroccans to actively participate in Spanish politics. In fact, the Speaker of the Moroccan Senate has openly called on them to join Spanish parties, run for parliament, create pressure groups, to "defend the interests of the homeland." "The Moroccan community must politically integrate with Spanish parties and participate in elections to create a lobby capable of changing positions in favor of the Kingdom of Morocco,” he recently said. Morocco operates 394 educational centers in Spain (the so-called PLACM program), which are fully funded and controlled by Rabat, where Moroccan teachers teach Arabic language and Moroccan culture without any real oversight from the Spanish side.
