Current him could literally go in the future with just speed alone and travel in a realm with no time. No he isn't as fast as anyone in DB.

He’s many many many times faster than light as far as travel speed goes he’s faster than pretty much everything in DB outside of instant transmission. Combat speed he gets out scaled eventually sure.

Both Goku and Vegeta were already planet busters with ki-infused strength at the end of the arc and was over 30% the speed of light. Thragg couldn't keep up nor hit as hard.

I mean goku lifting 40+ tons and fighting required super saiyan and that’s like….not even a feat for Thragg. He has less AP cause no ki but raw physicals should carry him vs anyone up to namek I think
