@Discover I have, you say you see no sign of a transaction attempt and PayPal says you are rejecting the attempts and neither side is willing to do more than that. So very likely I will just stop using both companies.

Hey @Discover twice this month you have blocked transactions for no apparent reason from paypal, something I have had working for a decade with you. Discover says "we dont see any transaction attempts" and @PayPal gives details about the attempt. I dont believe your lack of info.

I did call the number on the back of the card. They were the ones who informed me that the option was not available for my account and that there was nobody to escalate the issue to. All they could do is file a complaint on my behalf. They said this is not an isolated case.
