I have a new essay up at @lawfare with @DoniBloomfield. We argue that current export control policy is in a worst-of-both-worlds trap: bad for protecting technology, and bad for U.S. innovation. But there is a solution, of course! lawfaremedia.org/article/why-u.….

Why is US export control policy so scattershot--ramping up controls one month, only to scale them back the next? Jeff Gordon and I argue in @lawfare that the coalition to support controls is unstable: developers no longer rely on US govt R&D, but many do count on exports

The White House's export policy has resulted in a paradoxical AI policy. @DoniBloomfield and Jeff Gordon explain why protecting the United States’ technological advantage has become more costly and what can be done to make export controls less self-destructive.

@statnews Others have persuasively argued that making grantmaking partisan will harm US science. History suggests an additional surprising result. Doing so will crush the connections between NIH and scientists, and erode the NIH's ability to pilot key regulations with expert input

New from me today in @statnews: why the Trump admin's attempt to politicize science grantmaking could not only hurt US science, but also make it harder to tackle pressing risks such as the biosecurity risks posed by AI statnews.com/2026/07/21/omb…

New draft paper with @DoniBloomfield: "The New Export-Control Equilibrium." Export controls are arguably the central legal tool of US-China competition. Yet legal scholarship has barely touched them. papers.ssrn.com/sol3/papers.cf…

New article out today in @ScienceMagazine on safeguarding novel biological data that could help AI systems design enhanced viruses. We draw on privacy law & biosafety to propose a new framework for regulating the most concerning data while allowing scientists to forge ahead

Today in @ScienceMagazine , we propose a first-of-its-kind framework to safeguard access to the biological data that could teach AI systems to design pandemic pathogens. AI models are dependent on data. Unfettered access to data has served science well. Should this change? 🧵

As we argue, on day 1 Biden can help fix this by (1) reversing a series of PTO memos that make rejecting patents harder, (2) giving examiners more time to do their jobs properly, and (3) starting to wean the agency off of fees it only gets when it grants a patent 10/10
