The 7th East Africa Climate Finance Director Level Meeting kicks off today in Kigali, Rwanda. The meeting was officiated by Hon. Mutesi Rusagara, @RwandaFinance's Minister of State for Resource Mobilization and Public Investment. Hon. Mutesi noted that the meeting convenes at a moment when climate change is no longer a future threat. She called for strong collaboration and leadership in translating climate commitments into results and impact. She said: "Public finance alone will not be sufficient. We must mobilize a broader mix of public, private, and market-based finance, and we must do so in a way that is credible, investable, and aligned with national priorities." Held under the theme “From Frameworks to Action: Scaling up climate finance to advance NDC 3.0 ambitions,” the #EACFDLM2026 focuses on strengthening climate finance governance, integrating climate risks into public financial planning, and accelerating access to climate finance for climate action. The meeting brings together Senior Government officials, Climate Finance Directors, climate finance experts from Burundi, the Democratic Republic of Congo, Kenya, Rwanda, Somalia, South Sudan, Tanzania, and Uganda, alongside peer-learning countries, including Zambia, regional actors and development partners. Rwanda hosts the 7th East Africa Climate Finance Director Level Meeting Climate change is already impacting lives, livelihoods, and economies across East Africa. The real question is no longer why climate finance matters; it’s how to mobilise it at the scale and speed the region needs. From 18 to 19 February 2026, Climate Finance Directors, senior government officials, climate finance experts, and development partners from across the East Africa region and beyond will convene in Kigali to exchange on joint efforts to accelerate access to climate finance. The event will be held under the theme “From Frameworks to Action: Scaling up climate finance to advance NDC 3.0 ambitions,” and will focus on strengthening climate finance governance, integrating climate risks into public financial planning, and accelerating access to climate finance for climate action. Carbon Markets: Compliance vs. Voluntary After a brief year-end hiatus, we are back and ready to pick up where we left off with our campaign on carbon markets. Over the past weeks, we’ve explored why climate change matters to each of us, what Rwanda has committed to under the Paris Agreement, and the basics of carbon markets. If you’ve been following along, thank you for staying with us. If you’re just joining, welcome, you’re right on time. In the weeks ahead, we’ll dive deeper into different types of carbon markets, how they work, and break down Article 6, its components, and key concepts. Let’s get started by examining the two types of carbon markets shaping today’s landscapes: ✅ Compliance Carbon Markets – Regulated by governments, these mandatory systems require companies in high-emission sectors to limit their emissions. Companies can trade emissions allowances, buying additional allowances if they exceed their emission limits or selling surplus allowances if they emit less than allowed. ✅ Voluntary Carbon Markets – Where companies, organizations and individuals voluntarily buy carbon credits to compensate emissions beyond regulations and enhance their sustainability efforts. These two markets are turning carbon into a cost and an opportunity. They reward emissions reductions and help finance climate-friendly projects and technologies around the world. Partnering to turn Kigali's waste into opportunities. Last week, @GGGI_Rwanda was honoured to host Thomas Schoos, Director-General of the Ministry of Environment, Climate and Biodiversity of the Grand Duchy of Luxembourg, for a visit to Nduba landfill, where Kigali is turning waste into resources. He was joined by Manuel Tonnar, @LuxDev_HQ’s Director-General, @TeddyMugabo_, CEO of @GreenFundRw, along with representatives from @LUinKigali and the Luxembourg Development Cooperation Agency in Rwanda. The delegation toured the waste valorization facilities installed at Nduba, including the Weigh Bridge, the Waste Sorting Facility, and the Biowaste Processing Facility. These facilities are part of the #WasteToResources Project, funded by the Grand Duchy of Luxembourg through the Ministry of Environment, Climate and Biodiversity, and implemented by @GGGI_Rwanda in partnership with @EnvironmentRw from 2021 to 2024. During the visit, the Director General Thomas Schoos commended GGGI Rwanda, @RwandaGov and partners for successfully implementing and sustaining the project infrastructure, which is transforming Kigali’s waste management and circular economy. He reaffirmed Luxembourg’s continued support in advancing Rwanda's efforts on sustainable waste management and circular economy. One year on, here's what the project has achieved: 🌨~15,320 tCO2eq avoided every year through operation of the facilities. 👷‍♀️49 new green jobs were created in waste sorting, management and valorization. 🗑 250,000 people with access to improved solid waste management services in Kigali. GGGI is grateful to the leadership of both the Rwandan Ministry of Environment and the Ministry of Environment, Climate & Biodiversity of Luxembourg |@environment_lu for the leadership and generous support to the realization of this project and for continued collaboration.

Advancing Sustainable AI for Green Growth At #GGGWeek2025, taking place in Seoul, Republic of Korea, Hon. @Dr_JimmyGasore, Minister of @RwandaInfra, highlighted that @RwandaGov views Artificial Intelligence (AI) as a strategic pillar for sustainable development. Today, @DrBrigitteN, Sustainable Landscapes Lead at @GGGI_Rwanda & @GGGIAfrica, joined an insightful panel discussion on “Private Sector and Innovation in Agroforestry” at the ongoing World Congress on Agroforestry | #WCA. She emphasized that development organizations play a strategic role in de-risking private investment and building innovation ecosystems that power inclusive and sustainable agroforestry enterprises. Dr. Brigitte also showcased how GGGI is working with partner countries and Member States to promote sustainable agroforestry through innovative financing and partnerships, including: 1️⃣ GGGI Innovation Fund – launched in 2018 across the Pacific and Caribbean and now expanding into Africa (Uganda and Côte d’Ivoire etc.), this fund drives local innovation and sustainable solutions. 2️⃣ Global Trust Fund – supported by the Government of Luxembourg, it helps countries issue Sustainability-Linked Bonds, thematic bonds, and explore debt-for-nature swaps. 3️⃣ Carbon Transaction Facility – strengthens institutional readiness for international carbon markets and supports carbon buyers engaging in mitigation activities. 4️⃣ Payment for Ecosystem Services – currently under development in Rwanda, this initiative focuses on farmers’ needs, promoting conservation agriculture and agroforestry practices that continuously deliver ecosystem services, to ensure both productivity and sustainability. Day 2 Wrap-Up | Carbon Markets & Article 6 Workshop. Yesterday, H.E. @PaulKagame, President of the Republic of Rwanda, met with Mr. Sang-Hyup Kim, @gggi_hq's Director-General, on the sidelines of the Gala Dinner hosted by the President in honour of distinguished Gorilla Namers who joined #KwitaIzina20. During their discussions, Director-General Kim commended the President for his visionary leadership and for the strong partnership between GGGI and the @RwandaGov. He also reaffirmed GGGI’s strong commitment to deepening this partnership to accelerate Rwanda’s ambition to build a climate-resilient, low-carbon, and high-income economy by 2050.
