While there are challenges to aligning adaptation and mitigation, this is possible and should be prioritised. We need to focus on policies and regulations, financial incentives, framing and contextualising this integration, enhancing capacity, and building a social mandate.

Decision-makers and practitioners working on the frontline of the heatwave response in 2022 in England consider the country to be ill-prepared for future extreme heat events. It is vital to learn from 2022 and ensure the UK is better prepared for extreme heat in the future.

Current government action on overheating lacks ambition. Tackling heat risk must combine adaptation and mitigation efforts to effectively tackle the growing and urgent risk of extreme heat.

The report’s recommendation for a national heat resilience strategy and that locally-based approaches help deliver and improve heat resilience is a step in the right direction, but this must be backed up by appropriate and long-term funding mechanisms.
