Tonight, the Russians struck Kyiv and other Ukrainian cities and communities. The largest number of missiles was directed at the capital – at ordinary residential buildings, at schools; they burned down a food market, one of Kyiv’s oldest markets. The Russian strike effectively destroyed the Chornobyl Museum, damaged the National Art Museum and the building housing the office of Germany’s ARD. As of now, 69 people have been reported injured in the capital. Tragically, two people were killed in this senseless Russian attack. My condolences to everyone who has lost family members and loved ones. I have already spoken with the President of France and the Prime Minister of Norway. There will be further communication with our partners today. I am grateful to everyone who is not staying silent about what Russia is doing. They are waging war solely against our people – against our memory, our history, and everything that makes up normal human life. It is important that Russia understands that they will be held accountable for all these crimes.

Lately, Moscow has often tried to present its large-scale strikes as alleged acts of retaliation: as if they were a response to Ukraine’s effective and massive strikes on Russia. Those strikes, by the way, unlike Russian attacks on civilian targets, take out oil refineries, factories, ships, logistics hubs, arsenals, ports, army and FSB headquarters, and so on. This argument is endlessly absurd, because Russia started the war, and therefore all of Ukraine’s actions are a reaction. In other words, when Kyiv strikes Russia, it is precisely Kyiv that is responding. Which is perfectly logical: war never works in only one direction. If you decide to bomb someone, be ready for the fact that you will be bombed too. Russia, meanwhile, behaves with maximum infantilism, just like its citizens, who gasp in shock when strikes start landing on them. Instead of admitting responsibility — yes, we started it, yes, we bomb people, got a problem with that? — Moscow, like a teenager who shit himself, presents its own strikes as retaliation for... retaliation? You do not need to be some kind of superbrain to apply basic formal logic: nobody was bombing Russia, or even preparing to do so, until Russia started the war itself. What happens next is more than obvious: while Russia has long been striking with everything it has — they have already launched that same “Oreshnik” for the third time — Ukraine’s strikes are only growing. Ukraine struck weaker in 2022 than in 2023; in 2024, it struck weaker than in 2025; and now we are in 2026, when Kyiv’s strikes sometimes surpass Moscow’s in terms of the scale of damage. War has an inexorable logic of progression: Ukraine’s subsequent strikes — real acts of retaliation — will be even larger and stronger than they were at the beginning of this year. And yes, Russians should be endlessly grateful to Ukrainians for the way Ukraine is conducting this war. Because taking something like an FP-5 with a ton of explosives and simply hammering civilian targets with it does not take much intelligence. And yes, Ukraine has that capability. It has it, but Kyiv does not do that. And when the war ends, if I were in the place of Russians, I would endlessly thank and be grateful to the generous Ukrainians. But while the war is not over, every resident of the Russian Federation must clearly understand that there will be even more strikes from Ukraine — and that there is only one party to blame for all of this: the Kremlin. These are fairly banal and obvious points, but whose fault is it that Russians are endlessly infantile? The only problem is that they are bloody infantile.

Putin wanted to show “strength” but only confirmed his weakness. Overnight, Russia carried out one of the largest terrorist attacks on Kyiv with around 600 drones, many dozens of ballistic, air-ballistic, and cruise missiles, and a dummy IRBM. Cherkasy, Kharkiv, Kropyvnytskyi, Odesa, Poltava, Sumy, and Zhytomyr regions were also under attack. As of now, at least two civilian people have been reported killed and many dozens injured. These numbers may grow. Many residential buildings have been damaged. Unable to achieve any results on the battlefield, Putin turns to terror against civilians. This strike was probably meant to demonstrate “strength” to the domestic audience, but instead it only confirms Putin’s weakness. Even Russians see that he is a loser. His “special operation” is not achieving any results. Losses are enormous, but there is not a single achieved goal. Except that there are no safe places in Russia any more, as Ukraine ramps up its special long-range sanctions. To our allies, I want to say this: it is time to double down, not back down, in supporting Ukraine and increasing pressure on the Russian regime. We call for additional defense capabilities, including to protect our sky; investment in our defense industry; increased pressure on Russia, including entry ban for Russian combatants, full use of frozen assets; strong political decisions with regard to Ukraine’s EU accession and other steps. The world has the leverage. It needs to be used right — to show Moscow that such strikes will not bring any results — and force Russia to end this war.

Some consequences of today’s massive russian strikes. The realities of today in Ukraine. At the same time, international sports federations have begun allowing russian athletes—who are part of russian propaganda and who support russia’s policies and these attacks in particular—to compete in international events under their national symbols and anthem. What is wrong with these international organizations?

Russia hit a dead-end on the battlefield, so it terrorizes Ukraine with deliberate strikes on city centres. These are abhorrent acts of terror meant to kill as many civilians as possible. Moscow reportedly using Oreshnik intermediate-range ballistic missiles – systems designed to carry nuclear warheads – is a political scare-tactic and reckless nuclear-brinkmanship. Next week, EU Foreign Ministers will discuss how to dial up the international pressure on Russia.

Since last night, first responders and all necessary services have been working wherever needed. As of now, at least 83 people have been confirmed injured since midnight. Tragically, there are fatalities. My condolences to the families and loved ones. It was a heavy attack – 90 missiles of various types, many of them ballistic missiles – 36 in total. There were 600 drones. Unfortunately, not all of the ballistic missiles were intercepted – the largest number of hits was in Kyiv. Kyiv was the primary target of this Russian attack. Putin can’t even pronounce the word “hurrah” clearly anymore – slurs and mumbles – yet he is still vanquishing residential buildings with his missiles. Launched three Russian missiles against a water supply facility. Burned down a market. Damaged dozens of residential buildings. Hit several ordinary schools. Launched his “Oreshnik” against Bila Tserkva. They really are unhinged. It is important that this does not pass without consequences for Russia. Today, everyone in the world who will not stay silent and chooses to help Ukraine is a defender of life. It is critically important to continue working to secure air defense for Ukraine, especially anti-ballistic capabilities. We are doing our best to achieve peace and protect people – everything. It is important that Ukraine is not alone. Decisions are needed – from the United States, from Europe and others – to make that old “Oreshnik” in Moscow finally utter the word “peace.”

Since Russia is failing on the front lines, it is escalating its terror against Ukrainian civilians. Swarms of ballistic, cruise, and hypersonic missiles, along with drones, were launched at Kyiv. The explosions are so loud that the ground is shaking. Russia is a terrorist state.

Ukraine right now — there is no safe zone. At least 12 ballistic missiles have been launched so far, along with many Shahed drones, and there are reports that one Oreshnik missile may have been launched as well. More attacks are still coming.

Our intelligence services reported receiving data, including from American and European partners, about Russia preparing a strike with the Oreshnik missile. We are verifying this information. We are seeing signs of preparation for a combined strike on Ukrainian territory, including Kyiv, involving various types of weaponry. The specified intermediate-range weapons could be used in such a strike. It is important to act responsibly on air-raid alerts, starting this evening. Russian madness truly knows no bounds, so please protect your lives – use shelters. Second, we are drawing the attention of our partners in the United States and in Europe to the fact that the use of such weapons and the prolongation of this war also sets a global precedent for other potential aggressors. If Russia is allowed to destroy lives on such a scale, then no agreement will restrain other similar hatred-based regimes from aggression and strikes. We count on a response from the world – and on a response that is not post factum, but preventive. Pressure must be put on Moscow so that it does not expand the war. Third, we are preparing our air defense as much as possible, and we will respond fully justly to every Russian strike. We have given permission for a parade, but Russia has no permission for madness. This war must be ended – we need peace, not some missiles satisfying the sick ambitions of one individual. I thank everyone helping to protect lives. Once again, please take care of yourselves and use shelters tonight.

‼️FOLLOW-UP ON THE NEWS ABOUT THE LETTER FROM UKRAINE TO THE EU. ZELENSKYY: Without Ukraine, there can be no full-fledged European project, and Ukraine's presence in the EU should also be full-fledged and equal. «We are actively engaged in diplomatic efforts with our partners in the European Union to bring Ukraine closer to EU membership. Ukraine is fighting for its life, for its independence and for the Europe that has lived in peace for the longest time, — a Europe that protects people, values human life, and preserves culture. And it is thanks to this protection that it has a truly global role. Without Ukraine, there can be no full-fledged European project, and Ukraine's presence in the EU should also be full-fledged and equal. It is important to open clusters. It is important to move meaningfully in negotiations. It is important to work at 100% for the sake of safety, for the sake of our people. Thank you to everyone who is with us, who is with Ukraine. Glory to Ukraine!» - Ukrainian President on Sat May 23, 2026.
Kateryna Lisunova@KaterynaLis

The Office of the Ukrainian President has confirmed that Volodymyr Zelenskyy sent a letter to EU leaders firmly rejecting a proposal by German Chancellor Friedrich Merz to grant Ukraine “associate” EU membership instead of full integration. According to the reports, Zelenskyy argued that any associate status — which would allow Ukraine to attend meetings while leaving the country without voting rights — would be “unfair.” He urged the bloc to move forward with full accession talks without half-measures, noting that the recent electoral defeat of Hungarian Prime Minister Viktor Orbán had opened new opportunities for substantive progress.
