Eight innocent children ages 1 to 14 were killed today in a mass killing in Shreveport, Louisiana. Two others were shot and hospitalized. The gunman was the father of seven of the children. Records show that the gunman Shamar Elkins had at least two prior convictions, including for driving while intoxicated in 2016 and for the illegal use of weapons 2019 when he pulled a 9-millimeter handgun out of his waistband and shot at a vehicle five times after the driver of the car had pulled a silver handgun on him. One of the bullets Mr. Elkins shot during the incident was found near a school where children were playing outside. Why did Shamar Elkins have a gun?
