This proposal does not prohibit charter reform. It simply creates accountability during transitions in government and helps ensure that major structural processes reflect the will of voters and the administration they elect.

City charters are effectively constitutions. They shape how local government functions and how power is exercised. Major changes to those governing structures should be approached carefully, deliberately, and with democratic legitimacy.

Our State Budget includes a proposal that would require charter revision commissions created at the end of a mayoral administration to receive confirmation from an incoming administration in order to continue operating.
