Today we held a high-level meeting of the International Coalition for the Return of Ukrainian Children, co-organized by Ukraine, Canada, and the EU.
What Russia is doing to Ukrainian children is evil. This is not an accident of war. This is not collateral damage. This is a deliberate Russian policy aimed at destroying Ukrainian identity.
Children are forced to forget who they are, where they come from, and even their own language. This is Russian social engineering. We saw this in the darkest past. And we know what horror it brings.
The fact that this is happening is a verdict to international mechanisms that should have prevented such crimes. They failed. No other issue demonstrates it better than the issue of stolen Ukrainian children.
Mechanisms need to be updated, new tools need to be invented, and enforcement needs to be real. We discussed this today.

While our coalition has grown to 46 countries and 3 international organisations, we must transform this momentum into an effective mechanism that delivers measurable results—because statements alone are not enough to bring our children home.
The fate of Ukrainian children will never be part of any compromise or "exchange list". Their freedom is unconditional, and Russia’s attempts to downplay this crime only prove their fear of justice.
We are fighting for a triple return: return every child, return Ukraine to every child, and return childhood to every child.
We must move toward concrete actions, including a strict Roadmap for coalition members and practical support for tracing and reintegration. We also call for the full implementation of the UNGA resolution and the enforcement of ICC arrest warrants against those responsible.
Accountability is the only path to a lasting peace.
Finally, there must be legal consequences for those involved in this evil, including so-called "adoptive families". I urge our partners to impose entry bans and tough sanctions on all Russians involved in the deportation and indoctrination of our children.
Words of empathy are not enough; only political and legal actions will ensure these children finally come home.
