Search and rescue operations are ongoing in Kyiv following a Russian strike on a residential apartment building. As of now, five people have been killed by Russia, and more than 10 people remain missing. Around 40 people were injured in the attack, while 28 have been rescued from the collapsed building. Russia’s actions clearly show that it is not moving towards peace. Only coordinated international pressure, defence support for Ukraine, and strong sanctions against the Kremlin can create the conditions necessary to stop Russia’s aggression.

As of now, already 5 people have been reported killed in Kyiv as a result of last night’s Russian attack. My condolences to their families and loved ones. Around 40 people have been injured in the capital, and another 7 in the Kyiv region. There are already 28 injured in Kharkiv. And two people have been injured in the Odesa region. In total, 180 sites have been damaged across the country, including more than 50 ordinary residential buildings. A search and rescue operation is still ongoing in Kyiv’s Darnytskyi district. Efforts continue to find people under the rubble. More than 10 people are reported missing. All necessary services are also operating in the Obolonskyi district. And recovery efforts are underway after Russian strikes in the Poltava region. Overall, more than 750 personnel of the State Emergency Service of Ukraine and nearly 750 police officers have already been engaged across the country to eliminate the consequences of the attack. I am grateful to all who help the rescuers and the police Also, earlier today, during a humanitarian mission in Kherson, the Russians twice attacked a vehicle of the UN Office for the Coordination of Humanitarian Affairs with FPV drones, and the Russians could not have been unaware of which vehicle they were targeting. The Head of the UN Office for the Coordination of Humanitarian Affairs and eight other staff members were inside. Fortunately, no one was injured. The mission personnel have been evacuated. Even so, a significant number of missiles and drones were shot down during these attacks – the overall interception rate is over 93%. Of course, it needs to be higher. And of course, the most difficult challenge is defending against ballistic missiles. I thank everyone who is helping us with this. There must be a just response to all these strikes. And pressure on Moscow must be such that they feel the consequences of their terror there. It is important that global sanctions against Russia remain in place. Russia’s accountability for this war, and our sanctions pressure, must work at full strength. And it is also very important that the world does not stay silent about this terror and stands with Ukraine.

I am grateful to the EU and every country taking part in our Coalition to bring back Ukrainian children who were abducted by Russia. It matters that we share a common purpose – to investigate these abductions, to return the children, and to help them rebuild normal lives with their families. This is not something abstract. Every case is the story of a real child – and a real family. By saving these children, we give a chance not only to them – we give a chance to our countries, so that the values that define our lives do not turn to dust. And this raises a fundamental question: how did it become possible for Russians to simply abduct tens of thousands of children, hide them, tear them away from their families, and then teach them to hate the very country they were abducted from? When a country becomes such an evil force that does not stop even at destroying the lives of children – this cannot be treated as just a regional problem, something happening “somewhere far away.” If a country commits such crimes against children, it means it is capable of any crime. Today at the EU Foreign Affairs Council, I shared a new sense of momentum for our common European future. I updated colleagues on the battlefield situation. Ukraine holds the line and the tide is turning. Our long-range sanctions prove effective and expose Russia’s weakness. I thanked the EU for the recent steps on €90 billion loan and the 20th sanctions package. They have sent a powerful signal of Europe’s strength to the world — and to Moscow. We also believe it is time for Europe to step up its role in peace efforts with a single, unified voice, and solve concrete issues. Increased pressure on the aggressor is key to advance peace efforts. Ukraine is ready to make its experience, technology, and equipment the backbone of European security through a Ukraine-EU Drone Deal. Our 90% effectiveness against mass drone attacks can be expanded to protect the entire EU perimeter. We are fully committed to the reforms needed for EU membership and seek to sign the accession agreement in 2027. We are working to open Cluster One on May 26th and other clusters until the end of the Cypriot Presidency. This is a two-way street; recognizing our progress is vital to cementing Ukraine’s place in our common European home.
