March 18: @EROPhiladelphia arrested Salvadoran illegal alien, Henry Jimenez-Hernandez, in Franklin County, PA. He is wanted in Houston, TX, for Continuous Sexual Abuse of a Child Under 14 Years old. Now in ICE custody.

March 17: @EROPhiladelphia arrested Bhutanese criminal alien Yem Raj Bhattarai in Lebanon County, Pa with the assistance of the County's District Attorney’s Office. Bhattarai has a conviction for strangulation and attempted abduction. Now in ICE custody!

Mar: 12, @EROPhiladelphia arrested Guatemalan illegal alien Jose Diaz: Charged in Philly with Indecent Assault – less than 13 yrs. old, Indecent Assault – w/o consciousness of victim and Corruption of Minors. Released on bail before ICE could send a detainer. Now in ICE custody!

Mar. 16, @EROPhiladelphia arrested Ecuadorian illegal alien Jose Antonio Loja-Jadan, 34, in Havertown, Upper Darby PD arrested him 2x for DUI and in 2026 he was arrested for indecent exposure/open lewdness. @DelcoPAGov released him despite an ICE detainer. Now in ICE custody!

March 11: @EROPhiladelphia arrested Brazilian illegal alien, Luis Paulo Antonio Da Silva, 38, in Philadelphia. Da Silva is wanted for murder in Brazil and will now remain in ICE custody.

Mar 8: @EROPhiladelphia & @USBPChiefYUM arrested Honduran illegal alien Jose Santos Orellana-Robles, 46, in Philadelphia. Twice removed (2010, 2018), arrested 3x in Philly incl assault & stalking; ICE detainers ignored by @PhiladelphiaGov. Now held on federal warrant.

Mar 6: @EROPhiladelphia with Jefferson Co Sheriff's office arrested El Salvadoran illegal alien Manuel De Jesus Deras-Sanabria after a traffic stop. In 2019 arrested for armed robbery, carjacking, & assault; @MontgomeryCoMD ignored ICE detainer. Now in ICE custody. @EROBaltimore

March 10: @EROPhiladelphia arrested Dominican criminal alien Mauro Excela at his home in Hanover, Pa. Excela has a prior conviction for Sexual Extortion – Demanding Property through Forceful Conduct. He will remain in ICE custody pending removal proceedings.

On March 6, @EROPhiladelphia arrested Ecuadorian illegal alien Flavio Cardenas-Cordova in Upper Darby, PA, who has no lawful status in the U.S. In 2015, Cardenas was convicted in Illinois for domestic battery and assault. He will remain in ICE custody pending removal proceedings.

March 5: @EROPhiladelphia arrested Kachef Sanjay WILLIAMS, Jamaican illegal alien with order of deportation, after @PhiladelphiaGov ignored an ICE detainer. Local Charges: Agg Assault, POSS of Firearm, Stolen Property, Resisting Arrest. Now in ICE custody pending removal.

March 4: @EROPhiladelphia arrested Salvadoran criminal illegal alien Angel Gusman-Reyes near his home in @DoverTwp, Pa with a prior removal in 2013 and Arrested in VA for carnal knowledge of a minor. Pleaded guilty to contributing to the delinquency of a minor.

Feb. 27: @EROPhiladelphia arrested Jamaican illegal alien Chadwick Clarke in Philadelphia. Clarke was convicted of financial exploitation of an older adult & access device fraud. In 2025 @BucksCountyGovt released him without honoring an ICE detainer. Now In ICE custody!

Feb. 26, ERO Philadelphia arrested Guatemalan illegal alien Freddy Ramos-Soto. Feb. 14, Ramos-Soto was arrested in Upper Darby for Assault, Harassment, Disorderly Conduct & Public Drunkenness, Laken Riley Act offenses. Released by @DelcoPAGov no ICE notification. In ICE custody!

ILLEGAL ALIEN CHARGED WITH RAPE WHILE TRAINING AS A CORRECTIONS OFFICER SET FREE BY PRISON Ibrahim George Kallon, an illegal alien from Sierra Leone whose visitor visa expired in 2024, was arrested while training to be a Delaware County Prison corrections officer and charged by Glenolden Police for: —Rape —Involuntary deviate sexual intercourse —Sexual assault —Aggravated indecent assault —False imprisonment —Indecent assault Delaware County Prison sent him back into the community despite an ICE immigration detainer, so ICE @EROPhiladelphia officers had to arrest him at-large Feb. 11. If the county won’t protect its own residents, we’ll do it for them.

ICE Arrests Man in South Philadelphia With Prior Homicide Conviction U.S. Immigration and Customs Enforcement (ICE) announced that officers with ERO Philadelphia arrested Samko Ouch on February 18 in South Philadelphia. According to ICE, Ouch, a Cambodian national, has prior convictions including homicide, robbery, firearms offenses, and controlled substance violations. ICE officials said his prior release status was revoked and he is now in ICE custody pending removal proceedings. Further details about the timeline of his prior convictions and immigration history have not yet been released.

Feb. 18, @EROPhiladelphia arrested Cambodian criminal illegal alien- Samko Ouch, in South Philly. Ouch was convicted for Homicide, Robbery, Carrying Firearms, and Controlled Substance Violations. ICE revoked his release and he is now in ICE custody pending removal from the U.S.

On Feb. 11, @EROPhiladelphia arrested Ibrahim George Kallon, an illegal alien from Sierra Leone in C/O training at DelCo Prison. In 2025, Kallon was charged w/ rape, IDSI, sexual assault and false imprisonment. @DelCoPa released him without alerting ICE! Now in our custody!

On Feb. 13, @EROPhiladelphia arrested Uzbek illegal alien Damir Valikhodjaev, after sanctuary county Bucks, PA, ignored an ICE detainer and released him. He entered the U.S. illegally in 2021 and is currently facing local charges incl. strangulation; he remains in ICE custody!
