Ethiopia and JICA Deepen Development Partnership at Spring Meetings WASHINGTON, D.C., April 16, 2026 – The Ethiopian delegation, led by H.E. Ahmed Shide, Minister of Finance, held a productive bilateral meeting with Mr. Naoki Ando, Senior Vice President of the Japan International Cooperation Agency (JICA), on the sidelines of the 2026 Spring Meetings. Minister Ahmed Shide expressed Ethiopia’s strong appreciation for the longstanding partnership with Japan and JICA, highlighting their sustained support through financing, technical assistance, and capacity building across key sectors, including infrastructure, agriculture, health, and education. The Minister briefed Mr. Ando on the continued progress of Ethiopia’s economic reform agenda, underscoring resilience amid global challenges. He also called for enhanced JICA support in priority areas such as aviation, energy access, and road infrastructure. H.E. The discussions focused on scaling up reform-oriented technical assistance to support Ethiopia’s ongoing macroeconomic reform program. Key priority areas included strengthening domestic resource mobilization, enhancing oversight and governance of state-owned enterprises (SOEs), improving fiscal transparency frameworks, and integrating climate-related risks into macro-fiscal policy and planning. On tax policy and administration, both sides held in-depth exchanges on modernizing Ethiopia’s tax system to better reflect the evolving structure of the economy. A cohort of Senior Officers from the US National War College visited the Ethiopian Embassy in Washington on 9 April 2026 and held a productive discussion. During the occasion, the Deputy Head of Mission at the Embassy, H.E. Amb. @AMgemechu welcomed the team and provided briefing regarding the long-standing strategic partnership between Ethiopia and the US, as well as updates on current issues in the Horn of Africa. He emphasized the need for further expanding and deepening collaborations to protect and advance mutually important national security interests of the two countries. In addition, he also noted that Ethiopia's multi-sectoral reform is driving strong economic growth, which has created favorable opportunities for FDI, including for U.S. private investment. Senior Officers of the U.S. National War College expressed gratitude for the briefing and exchanged ideas on various topics. The team is expected to visit Ethiopia in the near future and engage with leaders of Ethiopia’s Government institutions.

FM @GHessebon received today Nikolay Spassky, Deputy Director General of Russia’s Rosatom State Corporation. Foreign Minister Gedion underscored that the longstanding historical friendship between Ethiopia and the Russian Federation provides a solid foundation for working in partnership on long-term strategic projects. He appreciated the progress made following the nuclear cooperation agreement signed between the two countries last September. Nikolay Spassky briefed the Minister on the recent signing of the Strategic Roadmap for Nuclear Energy Development between Ethiopia and the Russian Federation. Mr. Sandokan Debebe, Commissioner of the Ethiopian Nuclear Energy Commission, also noted that discussions with the Russian delegation primarily focused on concrete ways to implement the agreement signed in September on the peaceful use of nuclear energy. The Ethiopian Nuclear Energy Commission and Rosatom signed the Strategic Roadmap for Nuclear Energy Development on 31 March 2026. The document outlines a joint roadmap with an actionable plan indicating the future direction of cooperation between the two sides.

I had the opportunity to attend the African Diaspora Symposium (ADIS26), held from March 26–27 at Santa Clara University, California, under the theme “Bridging Africa and Silicon Valley: Shaping the Future of Innovation, Investment, and Inclusive Growth.” During the symposium, we engaged with companies, business leaders, and members of the African diaspora to highlight Africa’s—particularly Ethiopia’s—development journey and investment opportunities. It was a valuable platform to foster dialogue, share insights, and strengthen connections toward inclusive growth and collaboration.
