We’re sanctioning Russia at speed and scale. Today’s measures, together with the upcoming 21st sanctions package, will add 250 individuals and entities to the Russia sanctions regime. This is our biggest round of individual designations since Moscow’s 2022 full-scale invasion, and includes also the EU’s largest-ever cyber sanctions package. The financial backbone of Russia’s war machine is the main target. Every measure weakens Moscow’s ability to wage war. My doorstep ahead of today’s Foreign Affairs Council ↓

My condolences to Senator Lindsey Graham’s family and loved ones. Senator Graham fought until the very end to support Ukraine’s fight for freedom and raise the cost of Russia’s war of aggression. He worked tirelessly to strengthen sanctions, in close coordination with the EU. A determined and fearless leader. He will be deeply missed.

Europe is catching up and heeding the call to increase our own defense spending. The EU collectively spent 2.1% of GDP on defense in 2025, exceeding the current NATO target—and NATO allies are on track to outspend the USA in % of GDP by 2029.

2. If trends continue as they have between 2023-2026, from 2029 NATO allies will outspend the USA in % of GDP.   In 2030, the EU Member States in NATO will spend close to €1 trln per year. 2/3

Touchbase with @ZelenskyyUa at the NATO Summit. We are committed to helping protect the skies of Ukraine. More support is on the way for air defence and missile interception. Our teams are working closely to integrate our defence industries - to produce fast and “en masse”. We also discussed energy preparations for the winter and our joint end goal: a free, sovereign Ukraine inside the EU. We will get there, step by step and cluster by cluster.
