VIRAL video in Rwanda shows traffic camera capture human being. The speed limit is 60km/h in town and 80km/h on highway. Cameras capture overspeeding past those limits with fine of Rwf25,000 ($24) sent to your phone. It increases to Rwf35,000 ($34) if not paid within two days
