Its not a pool on a closed loop to a filter. And even if it was and was chlorinated it will still grow algae without regular maintenance like any pool that gets too hot. I am sure they could get some multimillion dollar massive pool robots to clean it but it would need to work 24/7 in that massive shallow surface area.

The liner was peeling up before it ever got filled. When the pool is drained we will see that it was peeling up throughout the pool and not just at the edges where it's visible.
