Did Paolo Zampolli design Trump’s Gold Card based on the $195M passport scheme he ran in Dominica, and is he getting a commission? He ran Dominica’s passport-for-cash scheme as their UN Ambassador. We know this because he sued in 2019 for his unpaid 5% and detailed the numbers in a sworn affidavit: 800 passports at $220K each, totaling $195 million. $30 million was wired to two executives through a Geneva account. In March 2025, Trump appointed him Special Envoy for Global Partnerships. That same month, Trump launched the Gold Card: $1 million to $5 million for US residency, with Russian oligarchs named as target buyers. This replaces EB-5, which at least required real investment and job creation. The person in charge isn’t the Secretary of State. It’s Howard Lutnick at Commerce, a bond trader running an immigration program. He says $1.3 billion has been sold, but only one person has been approved. Where the $15K processing fees and million-dollar “gifts” actually go, nobody can say. Visas have always been handled by State and DHS, agencies with staff who reject people for fraud, sanctions, or security flags. Commerce sells things and hires contractors without vetting, which makes it easier to hide money and list someone like Zampolli as a contractor. Did Lutnick and Zampolli build this together?
