The Ministry of Foreign Affairs of Ukraine expresses its sincere gratitude to all foreign diplomatic missions and all foreign diplomats who continue to work in our country during this time of war, rejecting Russian blackmail and threats. For over four years and three months now, Russia has been deploying its entire spectrum of lethal missiles and drones against the capital of Ukraine. The strikes have not ceased for virtually a single week. According to the Ukrainian side's assessment, the overall level of security threats posed by Russia to Kyiv and other Ukrainian cities remains the same as in previous years and months. Against this backdrop, the new Russian threats are nothing short of shameless blackmail. Moscow is effectively admitting that its shelling is aimed, among other things, at intimidating the foreign diplomatic corps. This admission will serve as valuable evidence in international legal proceedings against the aggressor state. To counter Russian intimidation, the MFA of Ukraine stands ready to assist in further strengthening the security of foreign diplomatic missions upon their request. We take this opportunity to remind all our partners and allies that the best response to the Kremlin's threats remains increasing pressure on the aggressor and boosting support for Ukraine, particularly by strengthening air defense capabilities.  Moscow must receive the correct and consolidated signals from the international community: unity, strength, and principles.

Dear @jmalbares, I highly appreciate Spain’s steadfast support and principled stance in condemning Russia’s latest massive attack on our cities. The aggressor must be held fully accountable for its heinous war crimes and ongoing aggression. A just and lasting peace is only possible through strength and unity. The international community must act decisively through increased pressure and strengthened military support for Ukraine to stop Russia’s bloody war machine.

Thank you for your clear stance, dear @jmalbares. Russia continues to demonstrate that it has no genuine interest in peace. Every serious diplomatic effort is answered with new missile strikes, more terror against civilians, and deliberate destruction of critical infrastructure. Moscow seeks not negotiations, but more suffering and instability. The international community must respond with unity and determination by strengthening Ukraine’s air defense and ensuring full accountability for Russia’s crimes. Appeasement only fuels further aggression. Spain’s support is an important contribution not only to Ukraine’s resilience, but to the security and future of all Europe.

I had a meeting with the President of the Congress of Deputies of Spain, @F_Armengol. First and foremost, we discussed defense cooperation: air defense, and the development of the PURL and SAFE programs. We share the same understanding that Europe must be self-sufficient in protecting its skies from ballistic missiles, drones, and other threats. We also discussed in detail the Special Tribunal for the Crime of Aggression against Ukraine, as well as efforts to return the children abducted by Russia. I am grateful to the parliament, the government, and all the people of Spain for their support of Ukraine. We value all the political decisions adopted since the beginning of Russia’s full-scale invasion, particularly those related to military and humanitarian assistance. This is what truly helps us defend ourselves against Russian aggression.

Today, I held a meeting with Francina Armengol Socias @F_Armengol, President of the Congress of Deputies of the Kingdom of Spain, during the first-ever visit to Ukraine of such a high parliamentary level. We discussed energy resilience and preparations for the next winter, as well as cooperation in solar energy. I thanked Spain for its contributions to the Ukraine Energy Support Fund, the transfer of 76 generators, its support for Ukraine through the PURL initiative, its decision to allocate €1 billion in military assistance to Ukraine in 2026, and its engagement of the SAFE mechanism for joint production. We value Spain’s consistent support for Ukraine’s EU membership and its constructive position on the decision to provide Ukraine with the EU loan. This is of key importance for strengthening Ukraine’s macro-financial stability and defense capabilities. We also count on the Spanish Parliament’s ratification of the agreements on the Special Tribunal and the International Compensation Commission for Ukraine. I welcomed Spain’s establishment of the Office for Ukraine’s Reconstruction in Madrid and invited Spain to take part in the Ukraine Recovery Conference in Gdańsk.

A historic visit to Ukraine by the President of the Congress of Deputies of the Kingdom of Spain, @F_Armengol. I am pleased to welcome Madam President to Kyiv. This is her first visit to Ukraine and the first by a President of the Spanish Congress of Deputies to our country in the history of our bilateral relations. I thanked Spain for its comprehensive support for Ukraine — political, defence, humanitarian, and financial. I also highlighted the decisions adopted by the Congress in support of Ukraine since 2022. Each such document is a powerful signal of unity, determination, and commitment to defending freedom and international law. Among the key topics of our conversation were strengthening Ukraine’s air defence, joint production with Ukraine, European integration, sanctions pressure on russia, the establishment of a Special Tribunal for the crime of aggression, and the return of Ukrainian children deported or forcibly transferred by russia. We also discussed engagement with the Ibero-American community. Strengthening relations with Latin America and the Caribbean is one of Ukraine’s important priorities, and we value Spain’s role in this area. I also raised the issue of recognising the 1944 deportation of the Crimean Tatar people as an act of genocide. On 18 May, Ukraine will honour the memory of the victims of this crime, and the support of international partners in restoring historical justice is particularly important. I am grateful to Francina Armengol for this visit, for her sincere support for Ukraine, and for her readiness to deepen interparliamentary cooperation between our states. Spain has been and remains an important friend of Ukraine.
