I held another round of meetings with the heads of foreign diplomatic missions accredited to Ukraine regarding the situation in the energy sector. We have mobilised all available efforts and resources. However, we have no illusions that Russia's shelling will cease. Moreover, it may intensify and expand. We are already witnessing a shift in targeting logistics routes, and have to be prepared for further Russia’s attempts to create new challenges for us. I briefed foreign diplomats on Ukraine’s Regional Energy Resilience Plans aimed at strengthening energy security by protecting critical infrastructure, developing distributed generation, and ensuring uninterrupted water and heating supply. Frontline communities and big densely populated cities are our outmost priority. The total estimated cost of the Resilience Plans is €5.4bn, including the needs of Kyiv. It is essential for Ukraine that a portion of the EU €90bn loan be allocated to support the implementation of the Resilience Plans and enhance the energy autonomy of our communities. We greatly value the assistance our partners have provided us via supplies of energy equipment, contributions to the Ukraine Energy Support Fund, as well as direct donations and grants. Enhancing the partnership on the regional levels including twin cities projects and countries’ patronage over regions will be important to ensure our common energy resilience and security.

I met with King Felipe VI of Spain @CasaReal at the Royal Residence of Zarzuela. We deeply value Spain’s support for our people who have been forced to leave their homes because of the war. I am grateful to His Majesty and to all the people of Spain for their unwavering support for Ukraine throughout all these years of Russian aggression.

During our meeting with the Presidents of both chambers of the Spanish Cortes Generales, we discussed defense support for Ukraine and strengthening air defense. We value Spain’s participation in the PURL initiative and look forward to additional contributions. We spoke separately about potential mechanisms for using frozen Russian assets, as well as current needs in supporting our energy resilience. We paid particular attention to the defense agreements signed today between Ukraine and Spain. We are interested in joint projects with Spanish companies. This will significantly enhance the protection of not only our countries, but all of Europe. I thank both chambers of the Cortes Generales for their support of Ukraine’s territorial integrity and sovereignty.

I met with Prime Minister Pedro Sánchez. I am grateful to Spain for its support and for this visit – a visit that will also, in many ways, support Ukraine and, importantly, allow us to expand our cooperation: the defense industries of our countries, our defensive capabilities, and our political cooperation. We value all of this very highly. Today, there are new defense agreements between Ukraine and Spain, as well as between our companies. We are working together with the Government of Spain and Spanish companies to ensure the tangible further technological development of our Defense Forces and our countries. Ukraine is ready to help with the necessary drones, experience, and capabilities. Spain’s defense industry, in turn, can supply Ukraine with the ammunition, radars, equipment, and other resources we need. Our teams are already working through the details, and today, new agreements have been signed that expand this cooperation. Thank you, @sanchezcastejon! Thank you, Spain!

Під час візиту президента Зеленського (@ZelenskyyUa) @MAECgob підписала дві угоди з Україною: одну про технічну та фінансову співпрацю, а іншу – про зміцнення співпраці між дипломатичними школами обох країн.

Сьогодні, в присутності @ZelenskyyUa, Іспанія виділяє 1 мільярд євро у 2026 році на двосторонню військову підтримку. Наші зобов'язання виходять за рамки цифр: ми спільно сприятимемо спільному виробництву в оборонній промисловості.

🇺🇦🇪🇸 Ukraine and Spain have signed four agreements on technical and financial cooperation Notably, an agreement was signed with Sener Aerospace & Defence, which produces robotic systems, stealth drones, and components for PAC-3 missiles used in the Patriot system. The agreements signed between Ukraine and Spain include: • A financial and technical assistance agreement. • A memorandum on joint Ukrainian-Spanish military production. • A memorandum on joint training of specialists between the Diplomatic Academy of Ukraine and the Diplomatic School of Spain. • A contract between Ukrzaliznytsia and the Spanish company TRIA RAIL. • A grant agreement between Ukrzaliznytsia and a Spanish financial institution.

I met with the leadership of the Spanish engineering and technology group Sener Aerospace & Defence. Today, Ukrainian manufacturers signed four cooperation documents here, three of which are specifically with Sener. The agreements concern establishing cooperation in the missile sector and air defense. This is what will strengthen the protection of Ukraine’s skies. We discussed production capabilities and bolstering Ukraine’s air defense. Strengthening air defense and protecting lives are our top priorities. We are also interested in joint projects in the field of long-range drone production. Ukraine has new developments and is ready to scale them up. We expect that all agreements between Ukrainian and Spanish manufacturers will be implemented as soon as possible. Thank you for your support and readiness to work together.

Today, the Ukrainian delegation in Brussels received the European Union’s accession benchmarks for the final three negotiating clusters. This means Ukraine now has the full set of requirements to meet for EU membership. Ukraine is moving confidently along its path to European integration. The swift completion of the official screening of Ukrainian legislation for compliance with EU law demonstrates the country’s institutional capacity and readiness to move to the next stage. The next steps are successful closure of the clusters and signing of the Accession Treaty, the final step toward Ukraine’s full membership in the European Union. Today, Ukraine received the details for Cluster 3 “Competitiveness and Inclusive Growth,” Cluster 4 “Green Agenda and Sustainable Connectivity,” and Cluster 5 “Resources, Agriculture and Cohesion Policy.” In December, the Ukrainian side received the benchmarks for three other clusters: Cluster 1 “Fundamentals of the EU Accession Process,” Cluster 2 “Internal Market,” and Cluster 6 “External Relations.” The Ukrainian government will continue to fulfill the accession requirements, implement the necessary reforms and measures, and report to the EU on progress. Efforts to deal with the aftermath of the massive Russian attack are currently underway in the Kyiv, Sumy, Kharkiv, Dnipro, and Mykolaiv regions. All necessary services are involved. The main target for the Russians was the energy infrastructure of the Kyiv region, but unfortunately, there were also direct hits on and damage to ordinary residential buildings, schools, and civilian businesses. As of now, four people have been reported killed. My condolences to their families and loved ones. Many people have been injured, and some are still seeking medical assistance. Over the course of the night, the Russians launched around 430 drones of various types and a significant number of missiles. There were 13 ballistic missiles alone, and the total number of missiles in this attack was 68. According to preliminary data, 58 of them were intercepted by our air defense system. And every such night of Russian strikes is a reminder to all our partners that air defenses and the missiles for them are effectively a daily necessity. Every agreement on missile supplies cannot wait – everything must be implemented as quickly as possible. Our agreements to increase the production of air defense missiles are a critical direction, and this direction requires one hundred percent attention. Russia will try to exploit the war in the Middle East to cause even greater destruction here in Europe, in Ukraine. This is why we must be fully aware of the real level of the threat and prepare accordingly, namely: in Europe, we need to develop the production of air defense missiles – especially those capable of countering ballistic threats – as well as all other systems necessary to truly protect lives, regardless of what may be happening in any other part of the world. Europe is able to ensure this level of reliable protection. Thank you to everyone who is helping!
