I think some people are confused about scope of freedom of speech in Nepal. Some think Nepal's freedom of speech provision is like United States first amendment (which btw also allows for burning of their national flag along with all sorts of things). That is simply not the case. Nepal's constitution itself says Parliament can create laws that can have "reasonable restrictions" on certain types of speech as mentioned here. So, no we don't have total free speech in Nepal. You need to change the Constitution itself for that.

The Cricket Umpires and Scorers Association of Nepal (CUSAN) has issued a statement regarding the social media comments made by cricketer Karan KC targeting umpires.
