The NPS has three services i.e KPS, APS & DCI. KPS & APS are both headed by DIGs. DCI headed by a director.
Now that post you reacted to was from the KPS headed by DIG Eliud Lagat. So get used to his image until another DIG is appointed for KPS by the President.

Deputy inspector general as the HEAD of KPS is not in the Police Service Act but rather Deputy IGs are in charge of KPS and AP.
